Through the Dubai REST app or the DLD website it's AED 177.75: AED 100 to register the tenancy contract, AED 10 knowledge fee, AED 10 innovation fee, a AED 55 service partner fee and AED 2.75 VAT on that fee. At a Real Estate Services Trustee Centre DLD gives a total of AED 220, because the service partners' fee there is AED 95 plus VAT. Those are the Dubai Land Department's figures.
Dubai's rental law (Law No. 26 of 2007, Article 4) says lease contracts are registered with RERA, and it bars courts and government bodies from hearing a lease dispute unless the contract is registered. Many Dubai services also ask for the Ejari certificate.
u.ae says Dubai landlords must register lease agreements with the Dubai Land Department. On the cost, Article 22 of Law No. 26 of 2007 says that, unless the lease contract states otherwise, the tenant pays all fees and taxes due to government entities for using the property. So the tenant pays by default, and the lease can say otherwise.

No. Ejari is Dubai's system. Abu Dhabi registers tenancy contracts through Tawtheeq, run by the Department of Municipalities and Transport. Other emirates have their own processes, so check with the local municipality.
